I've found M4 mag pouches to be virtualy universal. So far there's been very little that I couldn't hold in one. You should probably be able to fit one M14 mag in each pouch and even if you can't this vest is MOLLE compatible so you should be able to get M14 mag pouches from the pouches section and replace the M4 pouches.

Yes it should it can hold 2 m4 mags which together is bigger than one m14 mag. So yeah u should be good.
