Is this meant to me put in the back of the vest were the water pack is or on top of the water pack

Webmaster: It is meant to be placed anywhere there is MOLLE / Belt or webbing. Wherever you want to stick a patch.

it goes directly onto a molle campatible vest great and it doesn't wiggle! its really cool and does what it's supposed to do!

this is a good way to keep your id sacure so u wont get team killed. and dose any one kno if this is machine washable? i got it covered in paint playing paintball
